StretchBlt doesn't work correctly when source and destination is the same DC

    Description

      See screenshot 2 of ROSAPPS-153 for more details.

      That bug has been closed, because we found an easier way to blit the stretched
      DC onto the application window. Anyway, the bug in ROS still persists.
