many languages change their keyboard layout to another

For example, i select "spanish (international sort)" at language selection, and then in keyboard layout it is displayed "Spanish (traditional sort)

Another examples are Basque, catalan, and other languages, which displays their keyboard layouts as "English (USA)"

The most probably cause of this is that there isn't .rc file for those languages. But, it it is true, why are they available to choose in the menu?
