chklib crashes under ReactOS with certain dlls

compile rosapps in side the rosapps\sysutils is a file called chklib.exe copy
it to the Reactos/bin dir and load up Reactos, once booted type chklib
C:\reactos\system32\hal.dll and you'll be hit with about 50 frames of crash
data I asked someone in IRC to reproduce it, and he was able to, I've had a
100% ability to reproduce this bug.
