win98 winhlp32.exe doesn't run

Winhlp32.exe starts, and then quits after less then a second. In the titlebar
there's the message (translated from dutch) "Name of the executable file should
be winhlp32.exe", which it is, so somehow reactos seems to return wrong
information to the application.
