unnecesary buttons redrawing when moving pointer

When I open explorer(filemanager) and with mouse pointer move over buttons they
redraw, I think this is not necesary. This redraw also appears when I have
multiple windows opened on taskbar and move over buttons on taskbar.
I tried the same situation with emulated windows95 on VMW and there is no
redrawing when moving with mouse over buttons.
