Start Menu & TaskBar get hidden if you stretch the background image in the desktop

    Description

      0.3.8 Pre:

      I downloaded this wallpaper:
      http://perso.wanadoo.es/angelus.web/ReactOS/Wallpapers/Angelus.02_ROSWP_4-3_1440x1080.jpg

      Saved it as a BMP and set it as the background image with stretch option.
      After that the taskbar and stat menu got hidden, and desktop rifreshing got real slow. QEMU 800x600x24.
