Files not deleting in OpenOffice.org setup

DeleteFile in kernel32 currently fails. This was seen in the OpenOffice.org
1.1.2 setup - where a thread repeatedly attempts to remove the unpacked setup
files. This appears to prevent the second stage copying from working correctly,
as forcing DeleteFile to return TRUE sees the successful copying of these files.
