Wrong resouce locale is loaded rather than default.

If a application is compiled with resource locale information for other
languages, ReactOS choses the language with the first ID rather than the
default. I have confermed this bug with regedit, clock and winver from WINE as
all include support for other languages. A simple way to check is to add the
WINEmine resources for other langauges back in to our port in rosapps.
