ReactOS bug in shell after choosing other language at first startup

Hi,
I've found a bug in explorer (start menu) after choosing other language at first startup...

Steps to reproduce:
-Install ReactOS at harddisk using English (United States) as language
-restart...
-At first ReactOS startup you where ask for your preferred language an key-layout etc.
-choose everewhere German(Germany)
-restart...
-open start menu
-go to menu "Einstellungen" and ride your mouse over the appered items...

Better (for understanding):
Look the video (rar, ~600KB) [I've installed ReactOS with the language "English(United States)", and then the setup reboot the vbox - at this point video starts]
