PATCH: explorer_new cannot query version information (needed for task grouping)[WIP]

Provides explorer_new with the ability to query version info (needed for task grouping)

explorer_new does not currently implement task grouping. To implement task grouping, explorer_new needs the ability to query the file description of a given executable file (the file description is used as the tray window button text when multiple windows are grouped). The attached patch provides the ability to query a version string out of a file. This can then be used to help implement task grouping.
