LHelp from Lazarus does not work

    Description

      After fixing CORE-4221 LHelp <http://atorg.net.ru/temp/lhelp.rar> still does not work. From debug log:

      (subsystems/win32/win32k/objects/gdiobj.c:815) Attempted to lock object 0xffffff of wrong type (Handle: 0x7f0000, requested: 0x50000)
