Link speed is hardcoded at 10Mbps (pcnet driver)

Open network connections from control pannel, double click on network connection.
You'll see there that the speed reported is 10Mbit/s.
This doesn't seem to be a wrong speed detection in the applet, as during HackIt 0x0C event at Milan (May 2009), we've used ros in real hardware to download from a local webserver (network card was a 3C9c05B-TX-NM), download speed was ~1200KB/s.
