IO controller driver is hardcoded in registry

    Description

      At the moment, IO controller driver is hardcoded in registry and hdc.inf is used only for resolving device names.

      To be correct, UNIATA should only be ran by default in 1st stage, and during that phase, proper controller driver should be installed via hdc.inf

      Current setup does not permit testing any Windows native controller driver.
