Shell Folders: Different behaviour between double click and right click->open

Official 43693.
Start -> settings -> control panel
Administrative tools: if you dobule click it opens, if you right click and then click on open you get: ERROR_BAD_PATHNAME, the specified path is invalid. Debug log shows:
err:(dll/win32/shell32/shfldr_cpanel.c:1020) RegGetValueW failed with 1400

Same thing for network connections and printers.
Fonts folder throws an unknown Exception: 0x80070002
