Valve Source Dedicated Server Crash

Somewhere between r43478 and r43486 (revisions between these are unbootable), the following error is visible when running source dedicated server.

How to reproduce:

1) Check out the revision to test (r43486)

2) Apply the attached patch to get around the SeAccessCheck failing

3) Compile and install ROS

4) Download Source Dedicated Server
http://www.steampowered.com/download/hldsupdatetool.exe

5) Install it to C:\srcds

6) cmd.exe: cd \srcds

7) cmd.exe: HldsUpdateTool.exe -command update -game "Counter-Strike Source" -dir .

Note: The above commands are out of date since valve have replaced them with a new tool called "SteamCMD"

2) Run it

3) At the steam> prompt, type "login anonymous"

4) At the steam> prompt, type force_install_dir \cstrike

5) At the steam> prompt, type app_update 232330
