REGRESSION: shell: create new link (shortcut) doesn't work

    Description

      Official 51489.

      Right click on the desktop -> new -> link: Nothing happens.
      Immediately after right clicking on the desktop the debug log shows:
      err:(dll/win32/shell32/she_ocmenu.c:1202) IDataObject_GetData failed with 0x8000ffff
