PATCH: reactos not using all available wine features!

Created an attachment (id=6272)
update config,h and remove some now unneeded defines, also link wininet to zlib since it now uses it.

due to the way reactos uses wine developers have forgotten about a little file buried in the include directory called config.h

I spent a few hours and updated then manually checked almost every single define. The effect is probably not terribly huge but I am quite sure several wine modules will benefit from this.
