Logo key (windows key) needs to act on key up, and needs to close start menu

The logo key (a.k.a. windows key) needs to work when the key is released, not when it's pressed down, otherwise the key combinations (Logo+R &c. which are described in another bug) will never work.
Also, when the start menu is open and the logo key is released a second time, the start menu should close and the focus should be restored to the control that had the focus before the start menu opened.
