In Properties for Display, Screensaver tab, the Apply button starts screensaver

When I go to the Screensaver tab, select a screensaver, and click the Apply button, the screensaver starts. It shouldn't do that.
It isn't always the currently selected one that starts either, often it's the previous screensaver.
