ldr: dlls in winsxs are not being loaded by the applications

Tested on Vbox 4.1.4 and revision 54257. Used NMap v.5.0, which requires msvcrt90.dll via vcredist_2008 package. Even though the installer reports vcredist package install failure, the winsxs entries are created and msvcr90.dll is available there. Still, nmap while executed, errors out with missing msvcr90.dll
Same effect after installing vcredist_2008 from rapps. To replicate, install NMap and try to run it. This works on 52445, but since 52446 - vc install is broken, which effectively prevents this bug from being tested in greater detail. This bug is caused by ldr rewrite but we cannot be sure if its rev 52446 itself. Assiging to Fireball.
