REGRESSION: Freeldr won't load ReactOS unless files are at beginning of disk

    Description

      Freeldr will not load ReactOS or related files unless they are near the beginning of a disk.

      To replicate: Format a FAT32 volume of 60gb or so and place a few gigabytes of files on it. (have not yet nailed down the exact size limits) Then install ReactOS keeping the existing disk volume. Freeldr will fail to load its INI file and/or the ReactOS system files.

      Running Norton Speed Disk on the drive and having it put the freeldr files, ReactOS folder, and subfolders at the front of the disk will magically make ReactOS bootable.
