user32: TotalCommander7: options window drops down

Tested in VBox 4.1.16 with rev.54467. To replicate the issue:

• boot to 3rd stage and install TC 7.56a
• run TC, the options window should pop up at first runtime;
• change any option and press Apply;

The options window will drop down behind TC main window, with only thin line on the top visible, but the focus will not change. Hence, the TC main window will be unclickable and not responding. To workaround this issue you need to click on the top line above TC main window, to bring the options window up to front and close it. Assigning to James:
