wrong cursor when scrolling text in richedit

Created an attachment (id=7140)

Create new rich text document. Open it using WordPad. Don't type anything, scroll vertically using mouse: graphical glitches will appear and scrollbars will be gone. They shouldn't be there in the first place.
Now type a lot of lines, so, scrollbars would appear. Scroll using mouse cursor. Cursor will change to bad one (img1). Also move scrollbar across richedit from top to bottom and in some point cursor will change to bad one (img2).
Happens in r54610 and v0.3.13, VMWare 8.
