timedate: Unknown zone

      Time zone in Date/Time properties is unknown. There is what I have found out:
      If you open "Time Zone" tab in "Date/Time" Properties and hit OK, timezone will no longer be unknown. BUT! Registry values (HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation) stays the same. If you hit OK, you will have correct timezone until reboot.

      When timezone is unknown pTZinfo->DaylightDate.wMonth in dll\win32\kernel32\wine\timezone.c line 131 is 0.
