MSVC 11 cmd Resource compile error

    Description

      In MSVC 11
      it gives an error like;
      \base\shell\cmd\lang/de-DE.rc(602) : error RC2102 : string literal too long
      but it compiles successfully in msvc 10 or wsdk 7
