Active windows are grayed out

Created an attachment (id=7634)
Debug log r56454

Steps to reprocude:
1) run test application
2) run Opera setup
3) Exit test application by clicking 'Exit' in TrayWnd.
4) click on empty space in desktop
4) activate Opera setup dialog. It will be active, but grayed out.
