rtl: implement RtlIpv?StringToAddress*

    Description

      These functions (at least the v4 ones) are required to have any chance of getting ws2_32_new to work in ROS.

      Wine has neither implementation nor tests for these.

      I'll give it a shot after the more urgent winsock issues (at least CORE-6479 CORE-6480) are fixed (unless someone wants to beat me to it, obviously).
