unicode: some CLI Programs compiled and using unicode outputs characters incorrectly.

I have noticed on CLI (Command Line Interface) programs that have been compiled using UNICODE displays junk characters between each intended character. So far, I have confirmed this with doskey and diskpart, and was tested using VirtualBox 4.1.18. Can anyone else confirm?

Also, when checking out the FontView program, which also uses Unicode, doesn't show this strange output behavior. And I even tested the doskey and diskpart programs on Windows 7, and the strange behavior is nonexistent. My best guess is that the cmd program is showing Unicode strings incorrectly. But again, someone would have to verify that.
