running app with enabled dph results in failure to set page protection in MM

This issue has been regtested to revision 55977. To replicate, you need gflags.exe from Debugging Tools for Windows package. Activate DPH for any program binary (in my example, advapi32_apitest.exe) by typing:
gflags.exe /p /enable advapi32_apitest.exe /full
then run the chosen binary. ReactOS will crash with the log attached.
