syssetup: opening regional/keyboard settings in 2nd stage triggers firstchance crash in CreateProcessInternalW

This issue was regress-tested to rev 54971 ( http://svn.reactos.org/svn/reactos/trunk/reactos/dll/win32/syssetup/wizard.c?r1=54734&r2=54971&pathrev=54971 ). To replicate, boot ReactOS to 2nd stage, proceed to setup screen with Regional and Keyboard settings, then try clicking on any of those icons. CPL will not be launched and exception is reported in debug log. This bug appears only on GCC builds, MSVC version works fine. Debug log with backtrace attached.
