gallium3d: massive performance drop compared to old Mesa

This regression comes with new Gallium software driver. Compared to old Mesa it suffers from massive performance drop. I used CrystalMark2004 OGL test, but the difference is visible in games, like Heroes 3 Demo. On my rig, the result was: 2480 for Mesa and 190 for Gallium. Assigning to Jerome.
