Write a CLANG (portable?) SEH implementation

CLANG does not support nested functions, blocks don't provide the required features. Therefore a CLANG compatible SEH implementation would need to be based on completely different technologies. This needs to be investigated first and then - if possible - implemented. Performance is not a goal, just reliability.
