VMWare Tools crashes in CcSetFileSizes

Using a release build of 17321, The VMWare Tools installer gets farther than I
have ever seen it get. It runs from either setup.exe or calling the msi on the
command line with msiexec It gets right up to installing the files, and bombs.
This is 100% reproducable on a release build. On a debug build, the msi
installer doesn't even start. Since vmwinst has been broken, it would be nice to
get this working. I am of course interested in why this doesn't work on a debug
build.
