taskmgr: displays negative CPU usage

    Description

      Using r57283 in vbox, opened taskmanager and i noticed negative cpu usage. I was not able to investigate further, so I do not know if its a taskmanager issue or a kernel issue. screenshot attached(notice bottom status bar).
