ntuser: mm: Assertion 'Base' failed at ..\..\ntoskrnl\mm\ARM3\section.c line 1041 after ARM3\section.c:386) Out of system view space

This issue has started with r57330. To replicate, boot to 3rd stage and run user32_apitest:desktop (more than one run might be required). Assert caught and analyzed in windbg in attachment. Blocker due to apitest failure causing whole run to restart and testman to reject the run.
