Cleanup duplicated functions in CRT

    Description

      Some functions and variables are dupicated between the startup code from mingw and other crt code.
      Currently we use different implementations in msvcrtex and the static crts
      This should be reviewed and fixed.
      _atexit, __matherr, _fmode
