Quake II setup - splash.exe "Entry not Found"

When running the splash.exe program found on the Quake II disk, it closes with an error stating: "The procedure entry point CM_Connect_MachineW could not be located in the dynamic link library setupapi.dll." But the function does exist in the file 'cfgmgr.c' and is even an exported function.
