Write attempt to a file that acquire shared lock are allowed.

Any write attempt to a file that aquire shared lock(ex: LockFileEx), MUST FAIL, but it doesn't on ReactOs...the file gets written instead of deny the access.
Read to a share lock is allowed, as it should be.
