Hebrew translation

First hebrew translation,
the folders in the zip file are as in the trunk folder.
the files are UTF-8 encoded,
txtsetup.sif is modified, and the BootCD iso doesn't boot both in VMware and VirtualBox, probably broke it
need to comment out the hebrew section in this file.
most of the string are translated, add more will be in the future,
there a problem with the dimensions of strings, but not so serious.
I updated some older wine hebrew translations, if needed to be submitted to them, ignore it.
And needed RTL support, otherwise it looks strange.
