rapps: add Lazarus IDE

Please add the Lazarus IDE as an entry in the
ReactOS Applications Manager
(Development section)
(It's not present yet in r57661)

While there are some bugs (e.g. see CORE-6320), Lazarus is an effective free/open source Object Pascal IDE that can be used to port a lot of Delphi code (and the resulting programs do not need runtimes/DLLs such as .Net/Java code).
Adding it to the Applications Manager may make application development on ReactOS more attractive.

Description: A cross-platform integrated development environment (IDE) that lets you create visual (GUI) and non-visual Object Pascal programs, and uses the Free Pascal compiler to generate your executable.
