DoEnvironmentSubstW/A fixes

DoEnvironmentSubstW and DoEnvironmentSubstA patch:

1- Fix correct use of the MAKELONG macro in both APIs. It was reversed.
2- If the expanded string doesnt fit the buffer, it should return the length of the original string.
