"Get Unicode name" DLL revamp

Added a mostly feature complete version of the dll,
Changes:
GetUName now returns the Unicode Description String of the character.
Autogenerated the en-US.rc file from http://www.unicode.org/Public/UNIDATA/UnicodeData.txt
using a small util that I written, available from https://github.com/peterooch/myutils/tree/master/unigen
Note:
Values 0x0080,0x0081,0x0084,0x0099 are not included because in the file there is no defined definition for them.
It will return "Undefined" for the above values.
