Components not themed properly

    Description

      Tested in 0.3.15-CLT2013
      Most of the components are not drawn properly, like all kinds of buttons, menus etc. Scrollbar, even window captions (see cmd.exe).

      About scrollbar in cmd.exe - it isn't using proper bitmaps (taskbandscroll instead of normal scroll)
