2nd stage setup fails with "LogonUserW() failed"

    Description

      This bug occurs when i install ReactOS with hebrew selected.
      I'm sure it has something to do with samsrv, because it's only happens with the hebrew translation that i written is compiled, and when it's commented out, it's working as usual.

      Rebooting after that gives "Assertion 'KeyCell->Signature == 0x6B6E' failed"
