Develop a standardized way of handling Wine .po-style localization in our build system

Current way is a tool by Rafal that Amine and I have somewhere in more or less customized versions. This generates localized rc files from English rc and all the po's.
It should probably be made to produce correct output without requiring manual fixes, and published on the wiki.
