Description
MS DevCon utility doesn't work on ReactOS when Non-PNP driver installation feature is used, it returns a "devcon failed" error with no actual return code when the proper command line is given.
Other options work well under ReactOS.

For this test, i tried to install the the latest compatible WDM drivers for the VMware SB16 card, which is a Non-PnP variant. VMware SB16 emulation isn't available from the graphical console frontend, but can be enabled adding the "sound.virtualdev = "sb16"" line to *.vmx vm configuration file.

The command line used to install the drivers for this test:
devcon install ctsbwdma.inf "*PNPB003"
Where *PNPB003 is the actual node that should be used to make the PnP manager recognize this non-pnp card model.
The same line works well under Windows XP.
For this test i tried with the SB16 drivers, but this also can be observed on drivers with no actual physical hardware to be recognized by the PnP manager, like the MS LoopBack adapter, TUN/TAP virtual ethernet cards, and such.
