NSClient++ NRPE listener not listening

NSClient++, in its 0.3.9 release, http://www.nsclient.org/nscp/downloads doesn't work properly on ReactOS, showing the following symptoms:

• Configuration is properly done by MSI (OK)
• Service is properly registered & started by MSI (OK)
• NRPE client (if selected) doesn't listen on 5666 (NON OK)

This happens while the server properly runs. But port 5666 remains closed (standard NRPE port).

Debug log doesn't show that much:

I can't check if the service is even listening as netstat doesn't work on ReactOS.

0.4.X releases are not to be considered for this bug report, as they also are buggy on Windows.
