shell32: 'Browse for Folder' dialog fails to create new folders

    Description

      Call 'Browse for Folder' dialog without BIF_NONEWFOLDERBUTTON flag to see 'Make New Folder' button. When dialog appears, in treeview select 'Desktop' and click 'Make New Folder' button. No new folder will be created on Desktop. It works on other folders.
      And someone should check lines 18-23 of dll\win32\shell32\brsfolder.cpp as comments might be wrong.
