Encoding hivedef.inf in UTF-8 causes character corruption

    Description

      A file hivedef.inf has been encoded in UTF-8 since r57401, but it causes character corruption in registry.
      For example, hivedef.inf includes Russian translation of desktop scheme. It is broken after installation.

      The file should be encoded by UTF-16LE to fix the problem.
