Significantly speedup our GCC and MSVC builds by bringing-in precompiled headers support

Precompiled headers can significantly speedup our builds. Getting the support in requires hacking both CMake and our codebase. The upcoming minor RosBE update will allow us to enable PCH by default. The support is also required to be ninja-friendly and it should also work for both GCC and MSVC.
